They were pegged to be fighting it out for a 5 through 8 spot in the East during preseason, 16 games in they still are. With Atlanta showing they are going to compete with the big 3, any aspirations of sneaking into 4th should now have been firmly squashed. But 4th was only wishes and hopes to begin with. Raps are a bottom line team. Going for the first round of the playoffs maximizes revenues while controlling costs. They need to win a lot of home games to make this work - financially.
