EASTERN CONFERENCE
Non-Playoff Teams: After falling off in 2007-2008 [-19], increased their combined win total during 2008-2009 [+3], in comparison with 2006-2007.
Playoff Teams: Increased their combined win total during both 2007-2008 [+18] and 2008-2009 [+33], in comparison with 2006-2007.
All Teams: After falling off in 2007-2008 [-1], increased their combined win total during 2008-2009 [+36], in comparison with 2006-2007.
Top 4 Teams: Increased their combined win total during both 2007-2008 [+28] and 2008-2009 [+40].
#4-8 Teams: Decreased their combined win total during both 2007-2008 [-10] and 2008-2009 [-7].
WESTERN CONFERENCE
Non-Playoff Teams: Decreased their combined win total during both 2007-2008 [-15] and 2008-2009 [-45], in comparison with 2006-2007.
Playoff Teams: Increased their combined win total during both 2007-2008 [+16] and 2008-2009 [+9], in comparison with 2006-2007.
All Teams: After slightly increasing their combined win total during 2007-2008 [+1], their combined win total decreased during 2008-2009 [-28], in comparison with 2006-2007.
Top 4 Teams: Decreased their combined win total during both 2007-2008 [-14] and 2008-2009 [-10].
#4-8 Teams: Increased their combined win total during both 2007-2008 [+30] and 2008-2009 [+19].

FROM A RAPTORS PERSPECTIVE
When attempting to determine accurately how well Toronto is likely to perform this coming season, not only is it useful to compare the personnel on its present roster with the 2006-2007 version … i.e. which won 47 games, finished 1st in the Atlantic, and 3rd in the EC … but, so, too, is it important to understand how the strength of the teams in their half of the NBA may have changed since that time.
While the Dinos may well have:
* Increased their PTL compared to 2008-2009 [33 wins]
* Re-established their PTL similar to 2007-2008 [41 wins]
* Decreased their PTL compared to 2006-2007 [47 wins]
it should be noted that the conference, on the whole, has improved in strength since then … coinciding with the Raptors slide backwards in the standings … specifically, at the top [i.e. Top 4 Teams] and the bottom [i.e. Non-Playoff Teams].
